| Açıklama | Section: INTERNATIONAL CRISES THE IMF AND GLOBAL FINANCIAL CRISES The protests this spring in Washington, DC, against the IMF and World Bank merely highlighted the controversy over the role of the IMF in financial crises. This international economist takes a step back to assess what we have learned and makes recommendations about how to reform the fund. The International Monetary Fund (IMF) played a crucial role in many of the epochal events of the 1990s. The fund was involved in the resolution of financial crises in Latin America and East Asia, and assisted countries in Eastern Europe and the former Soviet Union as they sought to make the difficult transition to market-based economies. As trade and capital flows increased in size, so did the need for the IMFs resources. While the number of new programs each year did not vary much over the period, with an average of twenty-six new program arrangements per year, the annual disbursement of fund assistance rose from an average 6.8 billion special drawing rights (SDRs) in the first half of the decade to 15 billion SDRs per year in the latter half (Table 1). But by the end of the decade, the IMF found itself under increased scrutiny. It was censured for its handling of the Asian crisis and for some of its programs in the former socialist economies, particularly Russia. Calls for reforming the IMF, ranging from abolishing it to granting it extended powers, have been part of the many proposals for a new "international financial architecture." A commission appointed by the U.S. Congress recommended an overhaul of the fund, including a curtailment of its lending programs. One indication of the heightened profile of the IMF was the public dispute over the appointment of a new managing director to replace the departing Michel Camdessus.
